Is Total Force Integration (TFI) going to benefit the current organizational structure for aircraft maintenance? The research's thesis argued that the new classic association construct will drive the actual aircraft utilization (UTE) rate higher than the forecasted aircraft UTE rate (because of shared airframe usage by both the Regular Air Force and Air Reserve Components) and all of the standard aircraft maintenance metrics will decrease even though the Air Reserve Components' maintainers provide a boost in manpower coupled with a wealth of experience absent amongst active duty maintainers. The research method analyzed two stateside combat air force wings, one an F-16 fighter wing and the other an F-22 fighter wing, where the metrics of aircraft maintenance performance and maintenance manpower were compared both before and after the TFI classic association organizational restructure became effective.
