There is no check and balance mechanism in this regards no surprise visit is made from judiciary side etc. There is a concept of dominancy in jail. The prisoners who belong to rich and respectable families shown dominancy over the other prisoners and the jail authority also pays respect to those prisoners and keeps good relations with them and with the remaining ordinary prisoners their attitude is harsh.
