The US Army continues to struggle in the conduct of its operations in Iraq since May 2003. For eighteen months we applied an inappropriate strategy of maneuver warfare in Iraq as an insurgency fomented. In 2005, the National Security Council published our National Security Strategy for Victory in Iraq - "Clear, Hold, Build". Since then, the US Army, as the US military's chief component for implementing this strategy and fighting its land war continues to struggle in implementing its precepts. As a result, security in Iraq continues to deteriorate greatly and the insurgency is succeeding in its objective of marginalizing the legitimacy of the Iraqi Government and inciting a civil war.
