Information and Communication Technologies (ICT) stimulate changes that they involve the whole of social life on a planetary scale. However, beyond the promising speeches that question men and women of the globe as "con- consumers and users of a technological world", the integration of ICT in different countries, geographical regions and social groups does not occur uniformly.
