These papers discuss the reform efforts in African economies during the 1980s and early 1990s, examining the process of reform, the problems encountered and the lessons learned as African countries sought to recover from the economic decline of the 1980s by moving away from the state dominance of the economy. Experiences across the continent are discussed, but with a particular emphasis on those socialist countries which most strongly embraced statist economic policies in the 1980s and hence initiated reforms with pervasive state inter-vention. This volume addresses macroeconomic issues and the reform and privatization of state enterprises as these countries attempted to adjust the role of the state in moving away from state-led development strategies. A companion volume, African Economies in Transition: Volume 2: The Reform Experience includes country-specific case-studies on Tanzania, Congo, Madagascar, Mozambique, and Angola in addition to coverage of reform in the crucial agricultural sector.
