Excerpt from Fifteenth Annual Report of the American Dairymen's Association: With Papers, Proceeding, Etc; For the Year Ending January 15, 1880 If in this country We could stamp out the germs of the disease, We should be rid of it altogether, for it does not breed itself. It may rapidly be spread in swill tables, when at the head of the trough there may be a diseased animal, from which innoculating matter may be carried the Whole length of the trough. The disease is confined solely to provinces. That it has never appeared among the buffalo, shows that it is not native here. In most parts of Europe, herds are not kept apart by fences. And the dis ease spreads rapidly. It is not so here. But if it reaches Texas and the plains, the horrors of Australia and South Africa may be repeated. After infection, three months or more may elapse before the animal becomes sick. Several instances were noted, in which even a longer period of time intervened. Any plan for preventing the importation of the disease must take this fact into account, and no animal imported should be given free dom in less than ninety days from the time of possible exposure. Whatever authority is exercised in this particular should be uniform throughout the country. He was in favor of making the period of quarantine one hundred and four days.
