In the first part of this study the "new institutionalism" in sociology, economics, and political science is introduced and applied to the topic of social security. The second part studies the empirical meaning of social security institutions, that is, the collective results actually generated by such rules. A quantitative analysis of the institutions of several countries leads to the identification of different empirical welfare regimes. Subsequently, two comparative research questions are examined: Do these social security regimes vary in the number of benefit recipients they produce, and is there a relationship between the regime types of various countries and the degree of poverty? An additional section focuses on the significance of informal social security rules in the Netherlands.
